UIC addresses immigration, research, financial challenges amidst national policy changes

The University of Illinois at Chicago (UIC) is addressing several pressing issues affecting its campus, involving immigration status changes, research funding challenges, and financial planning. As the circumstances continue to evolve, UIC is taking measures to support students, faculty, and staff.

In recent days, changes to the immigration status of UIC international students and scholars were identified. These individuals hold "nonimmigrant visas" under the Student and Exchange Visitor Program, overseen by the Department of Homeland Security. According to UIC's Office of International Services (OIS), "universities have no legal authority to reverse" these revocations. In response, deans and the OIS are providing support and resources to those affected. UIC remains in contact with legal and civil society organizations to advocate for the rights of their international students and scholars.

On research funding, UIC has encountered challenges due to changes at federal funding agencies. "To date, UIC has received 29 grant termination notices, totaling approximately $12 million." Legal and administrative responses are being explored. Notably, "a federal judge in Massachusetts permanently blocked the Trump administration from limiting previously negotiated NIH indirect costs." Additionally, Illinois benefits from a "temporary restraining order issued April 5," safeguarding COVID-19-related funding. Despite these challenges, UIC reports $380M in new awards and $343M in sponsored expenditures during FY2025.

Financial planning is also underway, as UIC engages in exercises to model budget reductions of 3%, 5%, and 10% as a precaution. These measures aim to prepare for potential economic disruptions while maintaining the university's operations. The administration emphasizes the importance of adhering to UIC's mission and values amid these uncertainties.

Chancellor Marie Lynn Miranda and Provost Karen Colley express their gratitude for the UIC community's efforts, stating, "Sometimes the reason things seem hard is because they actually are hard." They encourage the UIC community to remain united in addressing these challenges.
