Chicago launches program for financial education aimed at recently released individuals

The City of Chicago is launching a new initiative to assist individuals recently released from incarceration in overcoming financial challenges. The program, called The Second Act: Second Chances, aims to provide these returning citizens with tailored financial education. This effort is spearheaded by the Chicago Treasurer’s Office (CTO) in collaboration with the Mayor’s Office of Reentry.

“Reentry is about more than just finding a job—it’s about long-term financial security,” stated Chicago City Treasurer Melissa Conyears-Ervin. She emphasized that the initiative will equip participants with essential tools to help them rebuild their lives and contribute positively to their communities.

The program will offer workshops at the 2025 Money Matters Institute (MMI), covering topics such as budgeting, credit repair, banking access, debt reduction, and employment support. Participants will also have access to one-on-one counseling with HUD-certified advisors.

Joseph Mapp, Director of the Office of Reentry, highlighted the importance of this initiative by saying, “For many, crime is not about inherent malicious intent—it starts as a means of survival.” He noted that returning citizens often face significant financial hardships that can lead back to criminal behavior if not addressed through comprehensive support like financial literacy.

Statistics shared by CTO reveal that 60 percent of returning citizens remain unemployed one year after release and 75 percent struggle with substantial debts. Additionally, formerly incarcerated individuals are ten times more likely to experience homelessness due to financial instability.
