A temporary restraining order (TRO) was issued on January 31, affecting proposed changes in federal spending related to recent executive orders. This decision allows work on federal grants to continue and permits funds to be drawn from funding agencies for award costs temporarily.
In recent days, several agencies, including the Centers for Disease Control and Prevention, Department of Justice, Department of Labor, and National Science Foundation, have informed investigators and the Office of Sponsored Programs that previous instructions limiting or halting grant activity are suspended due to the TRO. Updates will be available on the Office of the Vice Chancellor for Research website.
The TRO specifies that agencies can modify grants if such modifications align with the terms of existing agreements and are not influenced by the language or intent of the contested executive orders. Any proposed changes will originate directly from the issuing agency. Recipients of such communications should promptly inform the Office of the Vice Chancellor for Research at notifyosp@uic.edu.
